School Choice
Under School Choice, a parent or guardian can request his or her child be transferred to another school within the district other than the one serving their residence. Learn about School Choice guidelines, how to apply and read frequently asked questions.
The School Choice application window for the 2025-2026 school year will open on Monday, December 2, 2024 at 7:00 a.m. and will close at the end of business on the last Friday of July, which is July 25, 2025.
For any new student enrolling in the North East ISD for kindergarten through twelfth grade, the window for School Choice will be open for five (5) school business days from the student’s verified enrollment date. Please review the Guidelines tab located to the right for criteria and more information.

School Choice Guidelines
The North East ISD complies with Texas Education Code Chapter 25, Admission, Transfer, and Attendance and Chapter 26, Parental Rights and Responsibilities.
Under School Choice, parents/guardians can request their child be transferred to another school within the district other than the one serving their residence. Annually, the Office of Performance and Planning will establish the number of available seats for each school/grade level for all schools based on the projected enrollment, the core and classroom capacity, District and state mandated staffing ratios, the growth rate for each school, and other critical factors that may arise, such as construction or above average growth potential. Each school's attendance area residents will always be given enrollment priority.
For current North East ISD students, School Choice online applications will be available for submission beginning at 7:00 a.m. on the first school business day of December (December 2, 2024) and ending at the close of school business on the last Friday of July (July 25, 2025). No exceptions will be made if applications are not submitted within this established timeline. Prior to submitting an application, please verify that the email listed in the Family Access Center is updated and accurate. The application submitted during this time will be for the following school year. All applications submitted will be processed on a first-come, first-serve basis. Each application submitted will be notated with the date and time it was electronically received. The online application process will be closed after the established window. Applications are only accepted for students who will be entering into kindergarten through twelfth grade in the upcoming school year.
For any new student enrolling in the North East ISD for kindergarten through twelfth grade, the window for School Choice will be open for five (5) school business days from the student’s verified enrollment date. Applications received after the closure of this established window will not be processed for the current school year. These applications will be voided and a new application must be submitted during the regular School Choice window (December through the last Friday of July) for consideration for the following school year. A new student is defined as any student enrolling in North East ISD for the first time, a student who either did not have a residence in North East ISD during the School Choice established window, a student who is the first in his/her family to register to attend a North East ISD school, or any student returning to North East ISD after being out of the District for more than 1 (one) full year but who was not out of the District for disciplinary purposes or to avoid a disciplinary assignment.
Parents/guardians may submit only one (1) School Choice application per child with only one (1) school of choice requested on the application. A separate application is required for each student. No provisions are made for siblings. North East ISD magnet schools and/or dual language programs cannot be requested through School Choice and determination of eligibility for any magnet school and/or dual language program is made independently of the School Choice process. Questions regarding magnet programs should be directed to the department of Learning Support Services and dual language eligibility should be referred to the department of Curriculum and Instruction.
All online applications submitted will be processed by the Office of Pupil Personnel Services. Beginning in May, parents/guardians of current North East ISD students will receive an official email notification and text message regarding the status of the School Choice request. The Office of Pupil Personnel Services assumes no responsibility to verify email delivery. Notifications of application status will be exclusively electronic. All online applications submitted, to include newly enrolled students, will be processed in the order they are electronically received with an official email status notification and text message to follow. The District assumes no responsibility for any user and/or district-related technical outages resulting from the submission of an online application.
School Choice is available for students’ who qualify to receive special education services. The Special Education Department will be consulted when considering applications for School Choice to ensure that the school requested by the student’s parent/guardian has the capacity to provide the specialized services contained in the student’s individualized education plan (IEP). The receiving campus must have the existing capacity to deliver the student’s IEP.
Students enrolled under the School Choice option must reside with their parent(s)/guardian(s) in North East ISD. If your School Choice application was granted, you must accept your child’s seat by providing the school of choice your current proof of residency on or before the last Friday of July. No exceptions will be made if all documents of residency have not been provided to the approved school of choice by the established timeline. Please contact the approved school of choice campus for all required documents needed for enrollment.
Parents/guardians may terminate their child’s School Choice enrollment at any time by communicating their intention to withdraw their child in writing to the Principal of the school of choice campus. The parents/guardians will not need to reapply in the subsequent school year(s) for the grade(s) housed on that campus if the student is approved for School Choice enrollment for the requested school of choice. However, if the student is moving from elementary school to middle school or middle school to high school, a new School Choice application is required.
Any granted School Choice application will be automatically terminated upon withdrawal from the granted school of choice campus.
Students may have the School Choice transfer revoked and/or blocked by the Principal of the school of choice campus if students do not follow the rules and regulations of the requested school. The following reasons are justification for a School Choice transfer to be revoked and/or blocked:
- One or more failing grades for the semester;
- A major violation or a persistent violation of the Student Code of Conduct;
- Poor attendance for the semester; or
- Failure of parent/guardian and/or student to comply with school policies and procedures, to include causing disruptions to the day-to-day operations of the school.
Transportation will not be provided and is the responsibility of the parents/guardians for students on School Choice transfers.
For University Interscholastic League (UIL) purposes, students must meet all UIL criteria. Students approved for any intra-district transfer should contact the Executive Director of Athletics to determine the implications and/or required forms needing to be completed prior to being able to participate in any UIL event.

May I apply for any campus?
You may apply for any NEISD campus. Approvals will be given on a first-come, first-serve basis and
is contingent upon space availability at the campus/grade level requested. -
Can the campus keep a School Choice request from being granted?
Yes, the recommendation to block a requested School Choice transfer is made by the Principal of the requested campus. A student may have their School Choice transfer blocked for the following:
• One or more failing grades for a semester.
• A major violation or a persistent violation of the District Student Code of Conduct.
• Poor attendance for a semester.
• Failure of the parent/guardian to comply with school policies and procedures or failure of the student to comply with the school’s policies or procedures, to include causing disruptions in the day-to-day operations of the school.

Does a student approved on a School Choice transfer have to reside in North East ISD?
Yes, for all students approved for a School Choice transfer, the parent/guardian and student must reside in North East ISD upon enrollment and must provide the required proof of residence, as well as any other required documents needed for enrollment.

If I am already on a School Choice transfer, do I need to fill out another application?
If the student is remaining at the same campus, a new School Choice request is not needed. If the student is moving from Elementary School to Middle School or Middle School to High School, a new School Choice request is required during the School Choice window.

Where do I get an application for School Choice?
All School Choice applications must now be submitted online by visiting the North East webpage at neisd.net. Computers will be available at all campuses for those who do not have access from home or by cell phone.

When can I apply for School Choice?
The timeline for School Choice begins the first school business day of December at 7:20 am and ends at the close of school business on the last Friday of July.

What if I'm a new student to NEISD, but miss my 5 day window?
Applications received after the closure of this established window will not be processed for the current school year. These applications will be voided and a new application must be submitted during the conventional December-July School Choice window for consideration for the following school year.

May I apply for a Magnet School or Specialized Program through School Choice?
You may not apply for Magnet Schools or Specialized Programs (GT, Dual Language, etc.) through the School Choice process. Determination of eligibility for any Magnet Schools or Specialized Programs
are made independently of the School Choice process. -
What if I'm a new student to NEISD?

Advanced Enrollment
Planning your move to North East ISD? Advanced Enrollment allows families who are building, buying, or leasing a home within NEISD boundaries to enroll their children in their new home school before the move is complete. This option ensures a smooth transition and continuity in learning as you prepare for your new home.
Eligibility Requirements:
To apply for Advanced Enrollment, an appointment must be made with Pupil Personnel Services. The following documents are required at the time of your appointment:
- Parent's Current Proof of Residency: Utility Bill: Water or electric only (if currently residing in an apartment, a signed lease is required).
- For New Construction: A signed contract between the buyer and the builder indicating the closing date or an approximate date of completion. The closing date must be within the current school year.
- For Home Purchases: A signed contract between the buyer and the seller that clearly states the closing date.
- For Apartment Leases: A current, signed lease agreement.
- For Home/Residence Leases: A signed lease agreement with the date of occupancy clearly indicated.

Foreign Exchange Program
At North East ISD, we believe that cultural exchange enriches the educational experience for all students. Our Foreign Exchange Program provides eligible international students with the opportunity to learn and grow alongside their American peers, fostering global awareness and mutual understanding.
Through established partnerships with international exchange agencies, NEISD welcomes students from around the world into our schools each year. Placements are made on a first-come, first-served basis and are subject to availability at participating high schools.
Foreign exchange students have the opportunity to immerse themselves in American education and culture, while also sharing their own perspectives and traditions with NEISD students. This exchange not only broadens horizons but also builds lasting connections across cultures.

Eoreign Exchange Procedures
North East Independent School District strives to enrich the educational environment of North East ISD schools by welcoming eligible foreign exchange students. Placements are made on a first-come, first-served basis, and the procedures are as follows:
- The foreign exchange agency representative contacts Pupil Personnel Services (PPS) to inquire whether any openings are available at a particular high school.
- The foreign exchange agency signs and emails the International Placement Agency Agreement to Pupil Personnel Services, for the current or next school year.
- The agency representative emails the student’s application, medical history with their immunization record, and a current school grade transcript translated into English; to Pupil Personnel.
- Once Pupil Personnel Services receives the required information, the department logs the application, verifies the immunization record, and approves the application. The approval notification is emailed back to the foreign exchange agency representative with instructions for the host family to contact Pupil Personnel once the student arrives in San Antonio for a required phone conference. This conference must occur before school enrollment.
- After the phone conference, the official “Central Office Registration Admittance Form” is emailed to the agency and the school for final clearance and enrollment.
- The host family and student will contact the school to proceed with enrollment and schedule an appointment with a school counselor. The host family shall provide proof of residency to the school and complete any necessary paperwork the school requires.
The foreign exchange agency is responsible for notifying Pupil Personnel and the home campus immediately of any changes in host families and emergency contact information after initial placement.

Change of Host Family During the School Year
If a student changes host families during the school year, the agency representative is responsible for notifying the Pupil Personnel Office (PPS).
The following are the steps the agency representative must follow when this occurs:
- The agency representative must provide PPS with a new high school permission form with the new host family information.
- Once the PPS office confirms the new host family resides in the school attendance area where the student is attending, the Foreign Exchange Coordinator (FEC) approves the new high school permission form. The newly approved form is emailed back to the foreign exchange agency representative with instructions for the new host family to contact Pupil Personnel for a required phone conference.
- After the conference, an updated official “Central Office Registration Admittance Form” is emailed to the school to update the student’s records.
- The host family will contact the school to schedule an appointment to provide proof of residency and complete any necessary paperwork the school requires.

Active Duty Service Member or Peace Officer Transfer
HB 1959 and HB 2892 provide for the transfer, at the request of an active duty service member or peace officer, of a student they are the parent of or standing in parental relationship with the child, to the district or campus selected by the qualifying service member or peace officer.
Eligibility The parent or person in a parental relationship with the child requesting the transfer shall provide valid documentation indicating they are either an active duty servicemember or peace officer. All other required documentation is due at the time of registration.
Qualifying transfer requestors may reside:
- In-district; or
- Out-of-district(must reside within an adjoining school district)
- Comal ISD
- Northside ISD
- Alamo Heights ISD
- Ft. Sam Houston ISD
- Judson ISD
- Boerne ISD

Transfer Process

- Select the School Choice Application
- Select NEISD Enrolled Student or Non-NEISD Enrolled Student
- Once at the application page
- Complete the application
- Indicate that you are requesting a service member or peace officer transfer.
- Once the application is submitted, you will receive a confirmation email of your request.
- The request will be processed and you will be notified to contact the campus to complete your child’s enrollment and provide necessary documentation related to your transfer.

Service Member
- A service member is an active duty service member of the United States or Texas National Guard armed forces.
- Present a valid Texas National Guard ID or Department of Defense photo ID
Peace Officer
- "Peace officer" means a person elected, employed, or appointed as a peace officer under Article 2.12, Code of Criminal Procedure, or other law. (Until 1.1.2025); and "Peace officer" means a person elected, employed, or appointed as a peace officer under Article 2A.001, Code of Criminal Procedure, or other law. (After 1.1.205).

- What if the step-parent is the service member or peace officer?
- If the person in parental relationship of the student qualifies as a service member or peace officer, they can request the transfer.
- Do I have to request a transfer for each year?
- Yes, they must submit a new application each year to certify the active status of service members and peace officers.
- Can I request a transfer more than once per school year?
- Yes, however, it is in the best interest of the student to remain enrolled at one school for the duration of the school year. We understand that circumstances may change and encourage you to work with the school to determine the best learning environment for your child.
- Can I select any school?
- Yes, the eligible parent or person standing in parental relationship of the student may select any school appropriate for their child’s grade level. However, magnet programs and specialty schools are not eligible within this transfer process, and the magnet program/specialty school application process must be followed.
- Is there a window for transfer requests?
- No, transfer requests may be made anytime during the school year. Transfer requests for the next school year will be available in December of the current school year.
- Is my child eligible to transfer to a Pre-K program?
- Yes, if your child qualifies for Pre-K by meeting at least one of the Texas Pre-K qualifying criteria. If your child is a non-qualifying student, they are eligible to attend Pre-K at one of our designated campuses as a tuition student.
- To see if your child is eligible for Pre-K, please check the requirements here: Pre-K Eligibility (Note that residency in North East ISD is not required for this type of transfer);
- After a student completes Pre-K, they will continue at the selected campus for the remainder of the school level unless another school is requested.
- Yes, if your child qualifies for Pre-K by meeting at least one of the Texas Pre-K qualifying criteria. If your child is a non-qualifying student, they are eligible to attend Pre-K at one of our designated campuses as a tuition student.
- What if my child receives special education services?
- Students who qualify to receive special education services are eligible for transfer. School availability is based on a campus's ability to implement a student’s IEP.

Employee-Child Transfer
Under Employee-Child Transfers, a full-time or part-time employee of the District residing either within or outside of the District may request his or her child to be transferred to a school within the North East ISD. Learn about Employee-Child Transfer guidelines and how to apply.

Employee-Child Transfer Guidelines
The North East ISD complies with the following: Texas Education Code Chapter 25, Admission, Transfer, and Attendance; Chapter 26, Parental Rights and Responsibilities; and North East ISD Board Policies FDA (LOCAL) and FDB (LOCAL).
Under Employee-Child Transfer, “children,” shall be defined as children who are an employee’s biological children, legally adopted children, stepchildren by marriage, or children placed in foster care by a state agency as defined under Texas Education Code (TEC) Chapter 25.
Full-time and part-time District employees residing within or outside of the District may apply for a transfer/enrollment for their children to attend any campus within the district in accordance with the following:
- The employee-child application shall be submitted online, which will go to the campus principal of the requested school for approval or disapproval and then to the office of Pupil Personnel Services for final approval or disapproval.
- Approval of the transfer shall not alter the applicable ratio established by the Superintendent, if any.
- A campus that has been capped to new residents shall also be capped to children of full-time and part-time District employees.
All online applications are processed through the Office of Pupil Personnel Services. Prior to submitting an application, the employee/parent must be cleared through the Human Resources Department and have received an employee ID number. The employee/parent may submit an online application to request their children be transferred to another school within the District other than the school service their residence or employment. Seat availability is provided by the department of Performance and Planning for each school/grade level based on the projected enrollment, core and classroom capacity, District and state mandated staffing ratios, the growth rate for each school, and other critical factors that may arise, such as construction or above average growth potential. Enrollment priority will always be given to residents of a school based on attendance area. The employee/parent must receive a confirmation email notification of being granted a seat prior to any enrollment occurring at the requested campus.
The principal of the requested school may request documents prior to the online application being processed. The principal may review the student’s records and may approve or disapprove the employee-child transfer based on the student’s grades, attendance, and/or behavior.
An employee/parent may submit only one (1) Employee-Child Transfer application per child per school year. Each application submitted will be notated with the date and time the application was electronically received. All applications submitted will be processed on a first-come, first-serve basis. Each application for siblings/family members will be considered individually based on seat availability.
An employee-child transfer is available for students who qualify to receive special education services. The Special Education Department will be consulted when considering applications for an employee-child transfer to ensure that the school requested by the employee-parent has the capacity to provide specialized services contained in the student's individual education plan (IEP). The receiving campus must have the existing capacity to deliver the student's IEP.
All granted applications for the next school year must be accepted by the employee/parent by the last Friday in July prior to the upcoming school year or within 14 calendar days from the date of the email notification granting the seat if within the current school year. An employee-child transfer becomes void if the attempted enrollment falls outside of this established timeline. In addition, any granted employee-child transfer will be automatically terminated upon withdraw from the granted school requested, if the employee/parent declines the seat, or if enrolled in another school (regardless of the school being a charter, private, outside or within the District).
The employee/parent will not need to reapply in the subsequent school year(s) for the grade(s) housed on the campus where the children have been approved for enrollment under the employee-child transfer. However, if the student is moving from elementary school to middle school or middle school to high school, a new employee-child transfer application is required.
For University Interscholastic League (UIL) purposes, students must meet all UIL criteria. Students approved for an employee-child transfer should contact the Executive Director of Athletics to determine the implications and/or required forms needing to be completed prior to being able to participate in any UIL event.
Students may have the employee-child transfer revoked by the Principal of the school for the following:

- Failure of employee/parent to comply with school policies and procedures or failure of the student to comply with the school’s policies and procedures, include causing disruption on the day-to-day operations of the school.
Children of full-time or part-time employees whose employment is either terminated, resigned from, or retired from after the start of the school year, may request an Employee-Child Transfer Continued Enrollment for the child to remain at the current campus through the remainder of the current school year.
The District shall not provide transportation for a student under Employee-Child Transfer.
