I hope you saw the good news this week that NEISD was voted the #1 school district in the 2023 MY SA Express-News Reader’s Choice Awards.

We wouldn’t be #1 without you. Thank you for choosing NEISD and trusting our incredible teachers and staff with your children. They work so hard to serve every child and provide our students with the best education possible. All of San Antonio has noticed. I’m proud to share our District with you.

When I am out in the community, I am often asked about property tax bills. School district taxes are the largest component of those bills, and many of us, including me, have seen an increase in our property tax bill.

I’d like to take a moment today to explain the two factors impacting your tax bill – the appraised value of your property and the total tax rate.

The appraised value is set by the local appraisal district. NEISD plays no role in the appraisal of properties. The Bexar Appraisal District values your property and offers many resources about the property appraisal process along with frequently asked questions at the webpage on your screen (bcad.org/index.php/Taxpayer-Resources.)

The tax rate is the second factor impacting your bill. The school district’s tax rate is determined by your Board of Trustees.

The school district’s total tax rate covers the maintenance and operations of a school district along with debt service to pay off voter-approved bonds issued by the district.

Since tax bills have gone up, you may not have noticed that the school district’s total tax rate has decreased over the past 8 years. Our Board of Trustees has lowered the total tax rate by 26 cents over that time period, as seen in this chart.

Part of the tax rate decrease is a result of a state law passed in 2019 that automatically lowers a school district’s maintenance and operations tax rate if property values grow by more than 2.5 percent across the school district. While your home’s value can grow more than 2.5 percent, and probably has, state law automatically lowers a school district’s maintenance and operations tax rate to slow the growth in your tax bill. 

Across Texas, school districts receive a combination of local, state, and federal funding, and the share of those sources vary widely.

No seríamos #1 sin ti. Gracias por elegir NEISD y confiar en nuestros increíbles maestros y el personal que trabaja con sus hijos. Trabajan muy duro para servir a cada niño y proporcionar a nuestros estudiantes la mejor educación posible. Todo San Antonio lo ha notado. Me enorgullece compartir nuestro distrito con ustedes. 

Cuando estoy en la comunidad, a menudo me preguntan sobre las facturas de impuestos a la propiedad. Los impuestos del distrito escolar son el componente más grande de esas facturas, y muchos de nosotros, incluyéndome a mí, hemos visto un aumento en nuestra factura de impuestos a la propiedad.

El valor de avalúo es establecido por el distrito de evaluación local. NEISD no juega ningún papel en el avaluo de propiedades. El Distrito de evaluación de Bexar valora su propiedad y ofrece muchos recursos sobre el proceso de tasación de la propiedad junto con preguntas frecuentes en la página web en su pantalla (bcad.org/index.php/Taxpayer-Resources.)

La tasa de impuestos es el segundo factor que afecta su factura. La tasa impositiva del distrito escolar es determinada por su Junta de Consejo.

La tasa impositiva total del distrito escolar cubre el mantenimiento y las operaciones de un distrito escolar junto con el servicio de la deuda para pagar los bonos aprobados por los votantes emitidos por el Distrito.

Dado que las facturas de impuestos han aumentado, es posible que no haya notado que la tasa impositiva total del distrito escolar ha disminuido en los últimos 8 años. Nuestra Junta de Fideicomisarios ha reducido la tasa impositiva total en 26 centavos durante ese período de tiempo, como se ve en este gráfico.

Parte de la disminución de la tasa impositiva es el resultado de una ley estatal aprobada en 2019 que reduce automáticamente la tasa impositiva de mantenimiento y operaciones de un distrito escolar si el valor de la propiedad crece en más del 2.5 por ciento en todo el distrito escolar.Si bien el valor de su casa puede crecer más del 2.5 por ciento, y probablemente lo haya hecho, la ley estatal automáticamente reduce la tasa de impuestos de mantenimiento y operaciones de un distrito escolar para desacelerar el crecimiento de su factura de impuestos.

En todo Texas, los distritos escolares reciben una combinación de fondos locales, estatales y federales, y la proporción de esas fuentes varía ampliamente.
