  • During the course of the NEISD 2003 bond election, the District's Board of Trustees voted to appoint a Citizens' Bond Advisory Committee (CBAC) to ensure accountability and fiscal responsibility. On November 4, 2004, close to 60 percent of North East voters who went to the polls, approved the 2003 Bond Program. As was promised to the residents of NEISD, the Board appointed 25 individuals to serve on the 2003 Bond CBAC. The district passed bond elections in May 2007, November 2011, and November 2015, which continued the need for a CBAC. The CBAC's mission is to ensure the scope, cost, and timeline of each construction project under the bond referendums are accomplished. To carry out this task, the CBAC meets monthly to receive reports on the status and implementation of bond projects to determine whether projects are designed within the approved program/scope and budget and constructed on-schedule. Periodically, the members of the Citizens' Bond Advisory Committee tour completed bond projects, such as on May 18, 2019, November 9, 2019, September 12, 2020, and November 14, 2020.
