COVID-19 Public Health Emergency (PHE)
During the COVID-19 Public Health Emergency (PHE), Blue Cross and Blue Shield of Texas (BCBSTX) health plans provided members with access to the care they needed.
The tabs below outline COVID-19 benefit coverage during the PHE and following the PHE, which the Biden administration is planning to end on May 11th, 2023. Post-PHE coverage will begin after the PHE ends.

Coverage During PHE:
Covered at no cost-share to the member.Standard Coverage Post-PHE:
Covered at the member’s regular benefit level:PPO High Plan – Subject to $1,500 individual deductible or $4,500 family deductible, then covered at 90% coinsurance until the individual $4,000 or family $11,250 out of pocket.
PPO Low Plan - Subject to $2,000 individual deductible or $6,000 family deductible, then covered at 80% coinsurance until the individual $6,500 or family $15,000 out of pocket.
BlueEdge HSA & BlueEdge w/no HSA - Subject to $3,000 individual deductible or $8,400 family deductible, then covered at 100% after deductible.

Covered at no cost-share to the member at in-network providers.
Standard Coverage Post-PHE:
- PPO High Plan - $25/$35 copays then covered at 100%
- PPO Low Plan - $25/$35 copays then covered at 100%
- BlueEdge HSA & BlueEdge w/no HSA - Subject to $3,000 individual deductible or $8,400 family deductible, then covered at 100% after deductible

Coverage During PHE:
Covered at no cost-share to the member beginning Jan. 15, up to 8 tests every 30 days per person.
Standard Coverage Post-PHE:
Not covered through medical or pharmacy benefits for all plans.

Covered at no cost-share to the member.
Standard Coverage Post-PHE:
This will be covered at no member cost share just as any other FDA approved vaccine for all plans.
