Interdistrict Transfer Guidelines

The North East ISD complies with Texas Education Code Chapter 25, Admission, Transfer, and Attendance, and Chapter 26, Parental Rights and Responsibilities.

New to North East ISD

Under an Interdistrict Transfer, a parent or guardian who resides outside of the North East ISD residential boundaries can request their child be transferred to a North East ISD school.

Transitioning Current North East ISD Students

During the School Year

If a current North East ISD student moves outside of the North East ISD boundaries during the school year, they may apply for Continued Enrollment for the remainder of the school year, and then submit an Interdistrict Transfer application for the following school year.

Summer

If a current North East ISD student moves outside of the North East ISD boundaries during the summer, they may apply for an Interdistrict Transfer outside of the interdistrict transfer window before the first day of school of the following school year.

I. Overview

  1. Under Board Policy FDA (Local), parents/guardians who reside outside North East ISD can request that their child be transferred to a school within North East ISD through an Interdistrict Transfer.
  2. Annually, the Office of Research and Planning will establish the number of available seats for each school/grade level for all schools based on the projected enrollment, the core and classroom capacity, District and state-mandated staffing ratios, the growth rate for each school, and other critical factors that may arise, such as construction or above-average growth potential.
  3. Only students entering kindergarten through twelfth grade in the upcoming school year are eligible to submit applications.
  4. An Interdistrict Transfer application is required each year.
    1. The following applicants must submit a new application.
      1. First-time applicants.
      2. Returning applicants who are advancing to the next school level (Elementary, Middle, High).
    2. An Annual Renewal application is required each year to return to the approved Interdistrict Transfer school.
      1. Previously approved Interdistrict Transfer students who are in good standing, and if approved, will remain at the previously approved Interdistrict Transfer school.
      2. Annual Renewal applications apply to the currently approved school level only and do not apply to the next school level.
  5. Any student whose Interdistrict Transfer was revoked for any reason may not reapply for an Interdistrict Transfer.

II. Eligibility Requirements

    1. In the prior academic year, the student’s total attendance was 90% or better, including both excused and unexcused absences.
    2. The student has never been expelled.
    3. The student has never been placed in a Disciplinary Alternative Education Program (DAEP).
      1. A parent or guardian may submit a request for an additional review by the Executive Director of Pupil Personnel Services. Upon review, the Executive Director of Pupil Personnel will issue a final decision that is not subject to further appeal.
    4. The student does not have a pending expulsion or DAEP action.
    5. The student has not received three (3) or more disciplinary consequences of in-school suspension and/or out-of-school suspension, within the prior school year.
    6. The student demonstrates appropriate academic progress, as evidenced by passing grades in all core subjects.
    7. Student admission cannot require the District to incur monetary loss in the hiring of new staff, reassigning of existing staff, or providing specialized training to existing staff at the campus and grade level.

III. Current North East ISD Students who are Relocating

  1. During the School Year
    1. If a current North East ISD student moves outside of the North East ISD boundaries during the school year, they may apply for Continued Enrollment for the remainder of the school year, and then submit an Interdistrict Transfer application for the following school year.
    2. If your student is eligible to complete grade 5, grade 8, or graduate in the year after moving out of the district, they may apply for Continued Enrollment, and if approved, remain at their current school through the end of that school level without applying for an Interdistrict Transfer(Elementary, Middle, or High).
      1. An Interdistrict Transfer will be required when advancing to the next school level.
  2. Summer
    1. If a current North East ISD student moves outside of the North East ISD boundaries during the summer, they may apply for an Interdistrict Transfer outside of the interdistrict transfer window before the first day of school of the following school year.

IV. Priority

    1. Seat availability is prioritized in the following order:
    2. Residents of the school attendance boundary
    3. Service Member Peace Officer Transfers
    4. Administrative Transfers
    5. School Choice Intradistrict Transfers and Employee Child Intradistrict/ Interdistrict Transfers
    6. Interdistrict Transfers

V. Application Process

  1. Applications must be submitted through the Interdistrict Transfer portal within the designated application dates.
  2. Notifications of application status will be exclusively electronic. North East ISD assumes no responsibility to verify email delivery.
  3. Only one Interdistrict Transfer application may be submitted per student per year.
  4. A separate application is required for each student, and no provisions are made for siblings.
  5. Upon receipt of the Interdistrict Transfer application, a records request will be made to the Interdistrict Transfer applicant’s home campus.
    1. Our District will not request the transfer of enrollment until the Interdistrict Transfer application has been approved.
    2. No exceptions will be made if documents have not been provided to the requested school by the established deadline.
  6. North East ISD magnet schools cannot be requested through an Interdistrict Transfer, and the eligibility for any magnet school is made independently of the Interdistrict Transfer process.
    1. Questions regarding magnet programs should be directed to the Department of Learning Support Services.
  7. The Office of Pupil Personnel Services will process all applications.
  8. All applications will be processed in the order they are received. Parents/guardians will receive an email and text message confirmation upon the successful submission of their application.
  9. Each application submitted will be notated with the date and time it was electronically received. The online application process will be closed after the established window.
  10. Beginning in the month of May, parents/guardians of Interdistrict Transfer applicants will receive an email and text message regarding the status of the application.
  11. If an Interdistrict Transfer application is granted, the parent/ guardian must accept their child’s seat by providing the requested school with current proof of residency on or before the last Friday in July before the upcoming school year.
    1. No exceptions will be made if documents have not been provided to the requested school by the established deadline.
  12. Interdistrict applicants shall apply annually for their eligible grade level.
    1. Previously approved Interdistrict Transfer students who are in good standing, and if approved, will remain at the previously approved Interdistrict Transfer school.
  13. Interdistrict transfers are not eligible for Intradistrict Transfers, to include:
    1. School Choice
    2. Dual Language/Preferred Dual Language Campus
    3. Magnet Programs (Applicants must apply through the Magnet Program application process)
  14. Our District assumes no responsibility for any user or district-related technical outages resulting from the submission of an online application.
  15. Interdistrict Transfers are available to students who qualify for special education services. The Special Education Department will be consulted when considering applications to ensure that the school requested can provide the specialized services specified in the student’s Individual Education Plan (IEP). The receiving campus must have the capacity to deliver the student’s IEP.

VI. Annual Renewal for current Interdistrict Transfers

  1. Starting the 2026-27 school year, for currently approved and enrolled Interdistrict Transfers, the Annual Renewal period will be available for the next school year beginning on the first business day in December and ending on the last business day in July.
  2. No exceptions will be made if an application is not submitted within this established timeline. Before applying, please verify that the email listed in the Family Access Center is up to date and accurate.

VII. New and Inactive Interdistrict Transfer Applications

  1. Beginning with the 2026-27 school year, new Interdistrict Transfer applicants and students who previously withdrew during a transfer term must apply within the designated window. This period begins on the first business day of December and ends on the first business day of May for the subsequent school year.
    1. Students who withdrew during their previously approved Interdistrict Transfer term are not guaranteed a seat at the previously approved school and must complete a new Interdistrict Transfer application.
  2. No exceptions will be made if an application is not submitted within this established timeline. Before applying, please verify that the email listed in the Family Access Center is up to date and accurate.

VIII. Revocation

  1. Any student whose Interdistrict Transfer was revoked for any reason may not reapply for an Interdistrict Transfer.
  2. Interdistrict Transfers may be revoked for the following reasons:
    1. The student fails one or more core subjects.
    2. The student’s total attendance was below 90%, including both excused and unexcused absences.
    3. The student is expelled.
    4. The student is placed in a Disciplinary Alternative Education Program (DAEP).
    5. The student receives three (3) or more disciplinary consequences of in-school suspension or out-of-school suspension, within the school year.
    6. All other transfer regulations apply.

IX. Transportation

  1. Transportation will not be provided and is the responsibility of the parents/guardians for students receiving an Interdistrict Transfer.

X. UIL

  1. Students must adhere to all University Interscholastic League (UIL) standards. Following the approval of any interdistrict transfer, students are advised to consult with the Department of Athletics/PE to discuss potential impacts and to complete any necessary documentation before participating in UIL-sanctioned activities.
