North East ISD is committed to providing families with flexible and accessible pathways for student enrollment. Whether you are an NEISD employee, a family moving into the district, or exploring unique academic opportunities, we offer a range of options to meet your needs.
The North East ISD complies with the Texas Education Code Chapter 25 and North East ISD Board Policies FDA (Legal) (LOCAL) and FBD (LEGAL) (LOCAL) and Administrative Regulations FDA (R)and FDB (R)outline the types of transfers and eligibility requirements.
Our Enrollment Opportunities:
School Choice: Parents or guardians may request that their child attend a different school within NEISD other than the one assigned to their residence. This option provides flexibility and choice based on family needs. [Learn more about School Choice.]
Advanced Enrollment: Families building, buying, or leasing within NEISD boundaries can apply for Advanced Enrollment, allowing their child(ren) to attend their future home campus before the move is finalized.
Foreign Exchange Program: NEISD proudly welcomes eligible foreign exchange students, enriching the educational experience for all. Placements are limited and offered on a first-come, first-served basis.
Employee-Child Transfer: Full-time or part-time NEISD employees may request that their child attend any school within the district, regardless of the child's residency. Special provisions are also available for the Employee-Child Preferred Dual Language program.

Under School Choice, a parent or guardian can request his or her child be transferred to another school within the district other than the one serving their residence. Learn about School Choice guidelines, how to apply and read frequently asked questions.
The School Choice application window for the 2026-2027 school year will open on Monday, December 1, 2025, at 7:00 a.m. and will close at the end of business on the last Friday of July, which is July 31, 2026.
For any new student enrolling in the North East ISD for kindergarten through twelfth grade, the window for School Choice will be open for five (5) school business days from the student’s verified enrollment date. Please review the Guidelines tab located to the right for criteria and more information.
School Choice Guidelines
- One or more failing grades for the semester;
- A major violation or a persistent violation of the Student Code of Conduct;
- Poor attendance for the semester; or
- Failure of parent/guardian and/or student to comply with school policies and procedures, to include causing disruptions to the day-to-day operations of the school.

Advanced Enrollment
Eligibility Requirements:
- Parent's Current Proof of Residency: Utility Bill: Water or electric only (if currently residing in an apartment, a signed lease is required).
- For New Construction: A signed contract between the buyer and the builder indicating the closing date or an approximate date of completion. The closing date must be within the current school year.
- For Home Purchases: A signed contract between the buyer and the seller that clearly states the closing date.
- For Apartment Leases: A current, signed lease agreement.
- For Home/Residence Leases: A signed lease agreement with the date of occupancy clearly indicated.
How to Apply:
Foreign Exchange Program
Foreign Exchange Procedures
- The foreign exchange agency representative contacts Pupil Personnel Services (PPS) to inquire about the availability of openings at a particular high school.
- The foreign exchange agency signs and emails the International Placement Agency Agreement to Pupil Personnel Services for the current or next school year.
- The agency representative emails the High School Enrollment Agreement/Acceptance packet, medical history with their immunization record, valid passport, and a current school grade transcript translated into English to Pupil Personnel.
- Once Pupil Personnel Services receives the required information, the department logs the application, verifies the proof of residence, immunization record, and approves or disapproves the High School Enrollment Agreement/Acceptance packet. The approval notification is emailed back to the foreign exchange agency representative with instructions for the host family to contact Pupil Personnel once the student arrives in San Antonio for a required phone conference. This conference must occur before school enrollment.
- After the phone conference, the official “Central Office Registration Admittance Form” is emailed to the agency and the school for final clearance and enrollment.
- The host family and student will contact the school to proceed with enrollment and schedule an appointment with a school counselor. The host family shall provide the student's final updated transcript, immunization records, and proof of residency to the school and complete any necessary paperwork the school requires.
Change of Host Family During the School Year
- The agency representative must provide PPS with a new High School Enrollment Agreement/Acceptance packet with the new host family information.
- Once the PPS office confirms the new host family resides in the school attendance area where the student is attending, the Foreign Exchange Coordinator (FEC) approves the new High School Enrollment Agreement/Acceptance packet. The newly approved form is emailed back to the foreign exchange agency representative with instructions for the new host family to contact Pupil Personnel for a required phone conference.
- After the conference, an updated official “Central Office Registration Admittance Form” is emailed to the school to update the student’s records.
- The host family will contact the school to schedule an appointment to provide proof of residency and complete any necessary paperwork the school requires.

Transfer Process
- Visit the North East ISD School Choice website
- Select the School Choice Application
- Select NEISD Enrolled Student or Non-NEISD Enrolled Student
- Once at the application page
- Complete the application
- Indicate that you are requesting a service member or peace officer transfer.
- Once the application is submitted, you will receive a confirmation email of your request.
- The request will be processed and you will be notified to contact the campus to complete your child’s enrollment and provide necessary documentation related to your transfer.
Documentation Requirements
- A service member is an active duty service member of the United States or Texas National Guard armed forces.
- Present a valid Texas National Guard ID or Department of Defense photo ID
- "Peace officer" means a person elected, employed, or appointed as a peace officer under Article 2.12, Code of Criminal Procedure, or other law. (Until 1.1.2025); and "Peace officer" means a person elected, employed, or appointed as a peace officer under Article 2A.001, Code of Criminal Procedure, or other law. (After 1.1.205).

- The transfer requestor must present their current and valid peace officer credentials issued by their agency.

- What if the step-parent is the service member or peace officer?
- If the person in parental relationship of the student qualifies as a service member or peace officer, they can request the transfer.
- Do I have to request a transfer for each year?
- Yes, they must submit a new application each year to certify the active status of service members and peace officers.
- Can I request a transfer more than once per school year?
- Yes, however, it is in the best interest of the student to remain enrolled at one school for the duration of the school year. We understand that circumstances may change and encourage you to work with the school to determine the best learning environment for your child.
- Can I select any school?
- Yes, the eligible parent or person standing in parental relationship of the student may select any school appropriate for their child’s grade level. However, magnet programs and specialty schools are not eligible within this transfer process, and the magnet program/specialty school application process must be followed.
- Is there a window for transfer requests?
- No, transfer requests may be made anytime during the school year. Transfer requests for the next school year will be available in December of the current school year.
- Is my child eligible to transfer to a Pre-K program?
- Yes, if your child qualifies for Pre-K by meeting at least one of the Texas Pre-K qualifying criteria. If your child is a non-qualifying student, they are eligible to attend Pre-K at one of our designated campuses as a tuition student.
- To see if your child is eligible for Pre-K, please check the requirements here: Pre-K Eligibility (Note that residency in North East ISD is not required for this type of transfer);
- After a student completes Pre-K, they will continue at the selected campus for the remainder of the school level unless another school is requested.
- Yes, if your child qualifies for Pre-K by meeting at least one of the Texas Pre-K qualifying criteria. If your child is a non-qualifying student, they are eligible to attend Pre-K at one of our designated campuses as a tuition student.
- What if my child receives special education services?
- Students who qualify to receive special education services are eligible for transfer. School availability is based on a campus's ability to implement a student’s IEP.
Employee-Child Transfer
Employee-Child Transfer Guidelines
- The employee-child application shall be submitted online, which will go to the campus principal of the requested school for approval or disapproval and then to the office of Pupil Personnel Services for final approval or disapproval.
- Approval of the transfer shall not alter the applicable ratio established by the Superintendent, if any.
- A campus that has been capped to new residents shall also be capped to children of full-time and part-time District employees.
- One or more failing grades for the semester; or
- Poor attendance for the semester; or
- A major violation or persistent violation of the District Student Code of Conduct; or
- Failure of employee/parent to comply with school policies and procedures or failure of the student to comply with the school’s policies and procedures, include causing disruption on the day-to-day operations of the school.
