North East Independent School District

The Efficiency Committee supports the District’s commitment to responsible planning and resource management. Through ongoing review of facilities, programs, and operational practices, the committee identifies opportunities to improve efficiency, reduce waste, and better align resources to student needs. Their recommendations help guide decisions that maximize impact while maintaining high standards for learning and operations.

Operational Framework

The Efficiency Committee, composed of parents, community members, and staff conducts annual evaluations of district schools and specialized programs to ensure optimal resource allocation and fiscal stability. To maintain transparency and prevent public confusion regarding long-term strategic plans, some data and materials are shared selectively through the district’s official financial transparency website.  Consequently, some information is only shared with our efficiency committee due to the amount of nuance and discussion it requires.  The complete presentations used during the 2025-2026 Efficiency Committee are provided below; however, some slides will not contain the context and related discussion generated through the committee's review process.

Current strategic focus areas include increasing enrollment and expanding Career and Technical Education (CTE) programming, with no current plans to revisit school closures until we know our enrollment.

Campus consolidation or school closure considerations are strictly governed by three criteria:
  • Total student enrollment below 450.
  • Facility utilization rates below 60%.
  • Operational cost per student exceeding the district average by 5% or more.

The Dual Language program will only be subject to adjustment or impact if a school meeting these specific closure thresholds and is selected for repurposing. Only the listed criteria are currently being utilized for consolidation considerations, and the removal of Dual Language programs is not being considered. Note that meeting the established criteria does not automatically mandate closure; factors such as location or potential repurposing opportunities may result in a greater strategic focus on increasing enrollment instead of consolidation.
