Citizens Bond Advisory Committee (CBAC)
During the 2003 NEISD bond election, the Board of Trustees appointed a Citizens' Bond Advisory Committee (CBAC) to ensure accountability and fiscal responsibility. Voters passed the 2003 Bond Program, and approved bonds in 2007, 2011, 2015, and 2025 continued the need for CBAC to oversee bond projects.
CBAC’s mission is to ensure each construction project remains within the approved scope, budget, and timeline. The committee meets monthly to review project status reports and periodically tours completed projects to see firsthand the results of NEISD’s bond programs.
CBAC Tours
CBAC periodically tours completed bond projects to observe progress and verify outcomes firsthand. These tours provide our San Antonio community a transparent view of the results of North East ISD bond programs.
CBAC Membership
As outlined in the CBAC Guidelines, each Board Trustee and the Superintendent appoint three committee members. The Board and Superintendent jointly appoint a Committee Chair. No CBAC member may have an active or pending contract with the District.
CBAC Duties
The Citizens’ Bond Advisory Committee serves in an advisory role and does not have decision-making authority. Its duties include:

Receiving reports on the current status and planned implementation of bond programs

Determining whether implementation aligns with the bond program approved by voters

Reporting findings and recommendations to the Board of Trustees
Communication
Communication with district staff occurs through the Committee Chair. Communication with the public is provided through committee reports received by the Board of Trustees.
CBAC Meetings
CBAC meets monthly to strengthen oversight and communication. Additional meetings may be held as requested by the Board of Trustees or district leadership, and written reports are presented at open Board meetings and made available to the public. Unless otherwise noted, Citizens’ Bond Advisory Committee meetings begin at 5:00 PM in the Richard A. Middleton Education Center boardroom.
