2015 Specialty Bond Projects
The specialty bond projects made improvements at multiple facilities.
#1.2 District Secure Entry Vestibule Additions and Renovations Project (19 Campuses)
The 2015 Bond Program includes funding to construct secure entry vestibules at nineteen (19) campuses within the District to improve and enhance campus safety and security. The 2015 Bond District Secure Entry Vestibule Additions and Renovations Project will be constructed over two successive summers (2017 & 2018) in two separate bid packages as follows:
Bid Package 1 (Summer 2017) – Dellview, El Dorado, Northwood, Olmos, Ridgeview, Stahl, Thousand Oaks, Walzem, Wilshire, Woodstone Elementary School Campuses and White Middle School.
Bid Package 2 (Summer 2018) – Colonial Hills & Oak Meadow Elementary Schools and Driscoll, Eisenhower, Garner, Jackson, Krueger, and Wood Middle School Campuses.
The main components of this project include installation of: (1) physical barriers to secure main campus entrances to provide improved access control; (2) bullet-resistant glazing over storefront systems; (3) electronic door hardware with remote-latching capabilities; and (4) secure pass-through window systems for public/community interface. Although two other campuses were originally included in this 2015 Bond project (Regency Place Elementary School and Bradley Middle School), the secure entry vestibule requirements at these schools have been incorporated into the major bond construction projects planned at these campuses. As a result, two other campuses (Dellview and Ridgeview Elementary Schools) were approved for inclusion in this project due to their overall rank-assessment rating within the District’s Facility Needs Survey.

#3.3 High School Sports Fields (Upgrade Main Football Field to Artificial Turf) and Athletic Tracks Life-Cycle Maintenance

The 2015 Bond Program includes funding to convert the main football field at each of the District’s seven high schools to artificial turf and to replace the existing artificial turf system at Comalander Stadium while also expanding the field playing surface of the Comalander Stadium competition field to better support a combination football/soccer venue.

High School Athletic Tracks Life-Cycle Maintenance
#3.4 Upgrade Middle School Athletic Tracks to All-Weather Surface Systems
The 2015 Bond Program includes funding to upgrade fourteen middle school “red dog” cinder athletic tracks to all-weather surface synthetic track systems. Thirteen of the fourteen District Middle School Tracks are included in this project, while the Jackson MS track will be upgraded as part of the major campus construction project planned for that campus.

#5.11 Special Education Restroom Renovations
The 2015 Bond Program includes funding to renovate campus special education restrooms at 14 selected campuses, including: Madison High School; Eisenhower, Jackson, Krueger, and White Middle Schools; and Colonial Hills, Dellview, East Terrell Hills, Montgomery, Northern Hills, Olmos, Royal Ridge, Thousand Oaks, and Woodstone Elementary Schools. The 2015 Bond Program will provide for construction of the following program elements: new interior finishes (resinous flooring with floor drain, full-height ceramic tile wall finish, and gyp-board ceiling); new fixtures (water closet, ADA lavatory, shower wand, ADA mirror, and wall-recessed trash receptacle with rolled-paper towel dispenser); new electrical outlets (one dedicated for a power operated changing table); new LED lighting; new doors with hardware; intercom pager with emergency notification feature; dedicated exhaust fan vented to the exterior with switched capability; HVAC system connected to the campus DDC control system; ADA signage; and restroom square footage increased as necessary to meet ADA and District restroom program design standards. Use of the District’s Job Order Contract (JOC) is previously approved by the Board of Trustees as the bid/construction delivery method for this project.

#5.12 District Restroom Renovations (5 Campuses)

Campus Intercom and Clock Systems Upgrades
The 2015 Bond Program includes funding to upgrade intercom and time clock systems at selected District campuses. Intercom system upgrades will be completed at Northwood, Redland Oaks, West Avenue and Woodstone Elementary Schools, Krueger Middle School, and the District CTE Center. Clock system upgrades will be completed at Encino Park, Northwood, and West Avenue Elementary Schools. Note that the intercom system upgrades at Krueger Middle School and the District CTE Center will be completed as part of the major bond project work at those facilities.

Campus Keyless Access Control and Video Surveillance Camera Upgrades Project (69 Campuses)
The 2015 Bond Program includes funding to improve safety and security at District facilities. This project will provide keyless access control card readers at 69 campuses (46 elementary schools, 14 middle schools, 8 high schools, and the Alternative HS/MS) and video surveillance camera upgrades at 24 campuses (15 elementary schools and 9 middle schools). The project will provide approximately 291 keyless access control card readers and 455 digital video surveillance cameras across the District. Use of the Design-Build bid delivery method is recommended for this project with 3Sixty Integrated selected as the District’s construction partner providing both design and construction services.

Folding Accordion Partition Replacement Project
The 2015 Bond Program includes funding to replace the existing folding accordion partitions at 14 campuses with new systems and, where possible, provide permanent walls and doors in order to create classroom conditions throughout these schools that more closely resemble the District’s standard classroom configuration while complying with all life-safety, accessibility, and building code standards. The following campuses are included in this project: Clear Spring, El Dorado, Encino Park, Hidden Forest, Montgomery, Northern Hills, Redland Oaks, Regency Place, Stahl, Thousand Oaks, Walzem, and Woodstone Elementary Schools; and Driscoll and Jackson Middle Schools. An assessment of the 14 campuses has indicated that 10 schools will support the construction of new permanent walls with doors while, 4 campuses will require use of a non-permanent wall system. The folding accordion partition projects at Encino Park ES, Hidden Forest ES, Regency Place ES, Walzem ES, Driscoll MS, and Jackson MS were combined with larger construction projects at those campuses.

Interior Night Light Upgrades
The 2015 Bond Program includes funding to cinstall interior night lights at exit doorways at selected campuses to improve campus safety & security and provide hallway illumination for routine after-hours District police patrols. The following District campuses are included in this project: Camelot, East Terrell Hills, Encino Park, Montgomery, Oak Grove, Regency Place, Ridgeview, Serna, and Wilshire Elementary Schools. Interior night lights for the Churchill High School campus were included as part of the major bond project at that campus under separate contract.

Project Summary:
JROTC Rifle Range Facility Improvements Project (Johnson and Roosevelt High Schools)
The 2015 Bond Program includes funding to equip the remaining four (4) high school JROTC Programs (Johnson, Madison, Reagan, and Roosevelt) with the SIUS Air-Rifle Electronic Target and Scoring Systems which will bring these campuses on par with those equipped with these new targeting systems as part of the 2011 Bond Program (i.e., Churchill, Lee, and MacArthur High Schools). This project will specifically address the Johnson and Roosevelt High School JROTC Facilities. Each of these JROTC Facility Rifle Ranges will be upgraded to support the new SIUS Targeting System. The project includes removal of the existing targeting system and range sand pit followed by installation of a Range Control Room along with conduit pathways, cabling systems, and overhead-mounted display monitors to support the new targeting system operation. Additionally, the project includes installation of an ice machine at each campus JROTC Facility to support outdoor drill and ceremony marching practices.

Elementary School Campus Facilities Safety & Security Upgrades Project (Perimeter Fencing and Gates)
The 2015 Bond project will install a combination of perimeter chain-link fencing (main perimeter) and decorative fencing (main entrance areas) with access control devices at designated entry points to create a secure interior campus perimeter. The purpose of the perimeter fencing and gates is to prevent unauthorized access into campus interior courtyard areas and facilities. Although elementary school exterior doors are locked during school hours, there is no barrier to prevent intruders from circulating within interior campus courtyard areas posing a safety risk to students and staff during outside playtime activities. The perimeter fencing and gates will help prevent unauthorized access and funnel visitors to the campus main entrance area for access to the school.
