Project Bid and/or Proposal Procedures
- Bids are Submitted for Each Project by a General or Prime Contractor with Bonding
- The Bid includes a Listing of Proposed Subcontractors by Division of Work
- Subcontractors and/or Suppliers and Manufactures must Submit Bids to the General
- Contractor ON or PRIOR to Bid Day for their Consideration
- General Contractors will Assess the Subcontractors and Suppliers/Manufacturers by:
- Cost, Experience, and Reputation as well as Compliance with the Contract Documents and
- Exclusions when Evaluating them for Possible inclusion in their Bid to the District

General Contractor (GC) Qualification Criteria
The following minimum criteria must be met by a GC in order to be qualified to bid:
Local Business Office (LBO):
- The Contractor must have an office within a 100-mile radius from the NEISD RAMEC building, 8961 Tesoro Drive, San Antonio, Texas. This office must be in operation and in continuous use for at least two years.
- The Contractor must commit to maintaining an office within the 100-mile radius through the construction contract and one-year warranty period.
Bonding Capacity and Insurance:
- The Contractor must be capable of bonding the full contract scope of work as included in the Bid Proposal Form.
- The Contractor must provide appropriate insurance certifications.
Licensing and Registration:

The Contractor must be registered in the State of Texas, licensed as appropriate, and be in good standing with federal, state, and local authorities.
Experience and Performance:
- The Contractor must have demonstrated experience in constructing similar comparably-sized educational facilities.
- The Contractor must have a record of successfully completing construction contracts.
