We have established a comprehensive Asbestos Management Program to ensure a safe and healthy environment across all facilities which is in accordance with federal and state regulations.

    Asbestos and Asbestos-Containing Building Materials (ACBM)

    According to the U.S. Environmental Protection Agency, “Asbestos is a mineral fiber that occurs in rock and soil.” Its strength and heat resistance made it a common component in construction materials prior to the 1980s.

    Asbestos-Containing Building Material (ACBM) refers to any material containing more than 1% asbestos fibers and typically found in insulation, flooring, ceiling tiles, adhesives, and similar components. At North East ISD, ACBM may be present in some older facilities; however, all identified ACBM are routinely monitored, maintained in good condition, and managed in full accordance with federal and state regulations.

    What NEISD Is Doing

    North East ISD maintains a proactive, compliant, and transparent approach to asbestos management. Our program includes:

    • Initial inspections and identification of asbestos-containing materials in all district facilities
    • Six-month periodic surveillance and three-year reinspections by licensed professionals
    • Maintaining campus-specific Asbestos Management Plans (AMPs) for each facility
    • Conduct annual notifications to staff and families
    • Offer asbestos awareness training for maintenance and custodial personnel
    • Establish and ensure safe operations and maintenance procedures, including response actions when necessary
    • Ensure full compliance with EPA, OSHA, and Texas Department of State Health Services regulations

    All inspections, management plans, and documentation are developed by licensed asbestos consultants and administered by the Construction Management & Engineering (CM&E) Department.

    Annual Asbestos Management Plan Notification

    In accordance with the Asbestos Hazard Emergency Response Act (AHERA, 40 CFR Part 763 Subpart E), the Texas Asbestos Health Protection Rules (25 TAC Chapter 296), and North East ISD Board Policy CSC (Legal), this notice serves to inform all employees and stakeholders of the availability of the District’s Asbestos Management Plans.

    North East ISD has conducted inspections and maintains asbestos management plans for all facilities in compliance with federal and state regulations. These plans identify any asbestos-containing building materials (ACBM) present in District buildings and outline strategies to manage them safely. Some campuses do not contain any ACBM, while others contain materials that are in good condition and pose no health risk to students, staff, or visitors.

    As required, all buildings containing ACBM are re-inspected every three years by licensed asbestos inspectors, and trained NEISD personnel perform six-month periodic surveillance to monitor conditions. The District remains committed in maintaining safe, healthy learning environments across all its facilities.

    Accessing Asbestos Management Plans

    Each school maintains a copy of its Asbestos Management Plan (AMP) in the campus administrative office which are available for review during regular school hours.  Complete records of all District-wide AMPs are also available at:
