Foreign Exchange Program
At North East ISD, we believe that cultural exchange enriches the educational experience for all students. Our Foreign Exchange Program provides eligible international students with the opportunity to learn and grow alongside their American peers, fostering global awareness and mutual understanding.
Through established partnerships with international exchange agencies, NEISD welcomes students from around the world into our schools each year. Placements are made on a first-come, first-served basis and are subject to availability at participating high schools.
Foreign exchange students have the opportunity to immerse themselves in American education and culture, while also sharing their own perspectives and traditions with NEISD students. This exchange not only broadens horizons but also builds lasting connections across cultures.

Procedures
North East Independent School District strives to enrich the educational environment of North East ISD schools by welcoming eligible foreign exchange students. Placements are made on a first-come, first-served basis, and the procedures are as follows:
- The foreign exchange agency representative contacts Pupil Personnel Services (PPS) to inquire about the availability of openings at a particular high school.
- The foreign exchange agency signs and emails the International Placement Agency Agreement to Pupil Personnel Services for the current or next school year.
- The agency representative emails the High School Enrollment Agreement/Acceptance packet, medical history with their immunization record, valid passport, and a current school grade transcript translated into English to Pupil Personnel.
- Once Pupil Personnel Services receives the required information, the department logs the application, verifies the proof of residence, immunization record, and approves or disapproves the High School Enrollment Agreement/Acceptance packet. The approval notification is emailed back to the foreign exchange agency representative with instructions for the host family to contact Pupil Personnel once the student arrives in San Antonio for a required phone conference. This conference must occur before school enrollment.
- After the phone conference, the official “Central Office Registration Admittance Form” is emailed to the agency and the school for final clearance and enrollment.
- The host family and student will contact the school to proceed with enrollment and schedule an appointment with a school counselor. The host family shall provide the student's final updated transcript, immunization records, and proof of residency to the school and complete any necessary paperwork the school requires.
The foreign exchange agency is responsible for notifying Pupil Personnel Services and the home campus immediately of any changes in host families and emergency contact information after initial placement.
Change of Host Family During the School Year
If a student changes host families during the school year, the agency representative is responsible for notifying the Pupil Personnel Office (PPS).
The following are the steps the agency representative must follow when this occurs:
- The agency representative must provide PPS with a new High School Enrollment Agreement/Acceptance packet with the new host family information.
- Once the PPS office confirms the new host family resides in the school attendance area where the student is attending, the Foreign Exchange Coordinator (FEC) approves the new High School Enrollment Agreement/Acceptance packet. The newly approved form is emailed back to the foreign exchange agency representative with instructions for the new host family to contact Pupil Personnel for a required phone conference.
- After the conference, an updated official “Central Office Registration Admittance Form” is emailed to the school to update the student’s records.
- The host family will contact the school to schedule an appointment to provide proof of residency and complete any necessary paperwork the school requires.
