Attendance at inservice training sessions required by state law and or SBOE Rules shall be mandatory for school personnel. Absences that are not allowed in accordance with DEC shall result in loss of a full day's pay for each inservice day missed. No inservice equivalency time shall be provided. Through the waiver process, the District provides additional days during the school year for staff development. This shall allow staff members time during the contract day to meet the twenty hour requirement for annual staff development. Teachers shall be encouraged to afford themselves of staff development opportunities provided by the District at times outside of the contractual day. For the purpose of this regulation staff development shall be defined as a planned program of learning opportunities that affords staff members opportunities for improving performance in currently held or newly assigned positions and creates an environment that encourages continuing job-related learning throughout the career of educators. |

ADMINISTRATOR TRAINING |
Continuing professional development programs for District administrators in categories Supervisor I (certified positions) to Superintendent shall be required in the following areas: |

GENERAL MANAGEMENT TRAINING |
The general management leadership training curriculum shall include three domains: 1. taking educational initiatives 2. analyzing and judging educational problems 3. building and maintaining educational teams As provided for in SBOE rules, the individual administrator shall develop annually a professional development plan which shall serve as the administrators evaluation and the basis for continuing professional growth. These shall be filed with the immediate supervisor of the administrator. The District shall provide general management leadership training at the opening of each school year, when those administrative and professional support personnel on ten and eleven month contracts begin the new work year, and during Leadership Meetings which shall be held five to six times annually. The Leadership Meetings shall serve not only as a training session but also shall provide the opportunity for district-wide communication. Schedules and notice of the meetings and the list for notification shall be controlled through the office of the Associate Superintend-ent for Campus Administration and Personnel. |

INSTRUCTIONAL LEADERSHIP DEVELOPMENT |
A program for instructional leadership training shall be completed by administrators prior to taking teacher evaluation inservice. These training requirements pertain only to those administrators who are in appraisal positions. Opportunities for this training shall be available through RESC XX and coordinated by the District Administrative Staff Development Director. |

TEACHER EVALUATION TRAINING |
Superintendents and those school district administrators who serve as appraisers of teacher performance shall be required to complete initial training in the Professional Development and Appraisal System (PDAS). Continuing requirements for certification as an appraiser of teacher performance shall be satisfied by maintenance of proficiency for appraisers or by completion of appraisal update training. |

ADMINISTRATIVE TRAINING PROGRAM |
Teachers who have completed all requirements for mid-management certification and new assistant principals shall be eligible to apply for a district preparation program called administrative training. Each Spring, notice initiating the application process shall be posted at all campuses. A committee of trained personnel shall conduct the selection process. A class shall be approved by the Board of Trustees at the May or June Board Meeting. The program shall consist of intensive experiences designed to familiarize the participants with District operations as well as support skill development using the general management leadership core curriculum. Participants shall receive multiple skill assessments, write professional development plans, participate in weekly seminars and develop a service leadership project. At the August Board of Trustees Meeting, each class shall be recognized as graduates of the process . |

NEW TEACHER ORIENTATION |
New teachers in the District shall report for orientation and staff development inservice activities for two days at the beginning of the school year. Orientation may include the following information: 1. Board policies and administrative regulations and procedures, including those regarding employee benefits, employee com- plaints, student discipline, and sexual harassment. 2. Instructional strategies, discipline management, Cooperative Learning, 4MAT, and TESA instruction shall be provided. 3. School policies: a. Arrival and dismissal times for teachers and students 4. Campus facilities, equipment, and personnel: a. Tour of campus facilities 5. General teaching information: a. Lesson plans and textbooks 6. Student records and reports: a. Enrollment cards |
