District Notice: Displaced Homemaker survey for CTE students


For the 2008-09 school year, TEA requires that Career and Technology Education (CTE) begin tracking Displaced Homemakers. As a sub-population, Displaced Homemakers are members of the special populations for which Perkins funding directly affects. The classification of a student as a Displaced Homemaker has two main qualifying factors that relate to the students work history and status as a parent. In order to identify these students, CTE is conducting an online student survey. This brief survey will appear when a CTE student logs into the student server.

Once the survey has been activated, the process will go as follows:
1. CTE Student logs into student server
2. CTE Student asked to participate in survey or decline participation
3. Student prompted to answer up to 8 questions, depending on their selections.
4. These questions will automatically determine their status as a Displaced Homemaker.
5. Student continues with their work for class.

The term Displaced Homemaker refers to an individual who has worked primarily without pay to care for a home and family, and for that reason has diminished marketable skills; has been dependent on the income of another family member but is no longer supported by that income; or is a parent whose youngest dependent child will become ineligible to receive assistance under part A of title IV of the Social Security Act (42 U.S.C. 601 et seq.) not later than 2 years after the date on which the parent applies for assistance under such title; and is unemployed or underemployed and is experiencing difficulty in obtaining or upgrading employment. Because the district receives Federal monies in the form of the Perkins Grant, we must identify students who may fall into the legal definition.

Bernie Cieplak from Family Policy Compliance Office, U.S. Department of Education, reviewed the survey and stated that this online survey does not trigger the Protection of Pupil Rights Amendment (PPRA). Therefore, the student’s parents will not be notified directly. Information regarding the survey will be placed on the North East ISD homepage, Parent Portal and the Automated Calling System.
