PURPOSE: The District's dress code is established to teach grooming and hygiene, instill discipline, prevent disruption, avoid safety hazards, and teach respect for authority.

Specific Rules

The following specific rules are to be followed by all students in the North East Independent School District:

  • top Halter tops, exposed midriffs, strapless and/or low cut tops, exposed backs, spaghetti straps, see-through clothing, and tank shirts are prohibited.
  • Clothing with inappropriate advertising or statements that are offensive or inflammatory (alcoholic beverage, sex, tobacco, drugs, gang, satanic, promoting violence, etc.) are prohibited.
  • bootsAppropriate footwear is required. Footwear that has toes and/or soles reinforced with steel, hard plastic, or similar materials is prohibited.
  • shortsShorts will be permitted provided that the shorts are neatly hemmed and conservative and modest in appearance. The principal shall determine the appropriate length of shorts. However, the shorts must not be higher than mid-thigh. Specifically prohibited are cutoffs, frayed-hem shorts, bicycle shorts, gym shorts, form fitting and skin-tight shorts or pants of Lycra, Spandex, or other similar materials.
  • frayed pants Pants shall be worn securely at the waist. Excessively worn and frayed jeans or other pants are prohibited.
  • skirtDresses, skirts, culottes, and split-skirts will be permitted provided that they are neatly hemmed, conservative, and modest in appearance. These articles of clothing will not be shorter than mid-thigh in length. Excessively high slits in skirts will not be permitted. 
  • eye piercing Body piercing ornaments and other simulated ornaments will be worn on the lower ear lobe only.
  • Displaying tattoos and similar body painting(s) that promote violence, reflect gang activity, and that are considered to be offensive and inflammatory are prohibited.
  • hatsHats, caps, or other head apparel are prohibited. 

GENERAL GUIDELINES :

  1. Students shall be dressed and groomed in a manner that is clean and neat and that will not be a health or safety hazard to themselves or others.
  2. The District prohibits any clothing or grooming that in the principal's judgment may reasonably be expected to cause disruption of or interference with normal school operations.
  3. The District prohibits pictures, emblems, or writings on clothing that: 
  • Are lewd, offensive, vulgar, or obscene.
  • Advertise or depict tobacco products, alcoholic beverages, drugs, or any other substance prohibited under FNCF(LEGAL).

The student and parent may determine the student's personal dress and grooming standards, provided that they comply with the general guidelines set out above and with the student dress code outlined in the student handbook.

  • UNIFORMS : The Board has empowered each school to make its own decision about requiring uniforms. An individual school may require its students to wear uniforms during school hours and at school-sponsored activities. The principal shall use an appropriate approval process to determine support for a uniform requirement. In accordance with Education Code 11.162, a school requiring uniforms shall set aside an appropriate sum of money to provide uniforms for students who are educationally disadvantaged.

A student whose clothing violates a school's uniform requirement shall be assigned to in-school suspension either for the remainder of the day or until a parent or designee brings an acceptable change of clothing to the school. Repeated violations of the school's uniform requirement may result in more serious disciplinary action. Appropriate discipline procedures shall be followed in all cases in accordance with the Student Code of Conduct. [See FO series]. A parent or guardian may request that his or her child be exempt from a school's uniform requirement by completing an application for exemption which shall be provided upon request of the parent or guardian. Completed applications shall be reviewed by the District's uniform review committee. The committee shall make a recommendation to the Board as to whether the requested exemption should be granted.
VIOLATIONS

  • GROOMING:  If the principal determines that a student's grooming violates the dress code, the student shall be given an opportunity to correct the problem at school. If not corrected, the student shall be assigned to in-school suspension for the remainder of the day or until the problem is corrected.
  • DRESS:  A student whose clothing violates the dress code shall be assigned to in-school suspension either for the remainder of the day or until a parent or designee brings an acceptable change of clothing to the school.
    Repeated dress code offenses may result in more serious disciplinary action. Appropriate discipline procedures shall be followed in all cases in accordance with the Student Code of Conduct. [See FO series]
  • EXTRACURRICULAR ACTIVITIES The principal, in cooperation with the sponsor, coach, or other person in charge of an extracurricular activity, may regulate the dress and grooming of students who participate in the activity. Students who violate dress and grooming standards established for such an activity may be removed or excluded from the activity for a period determined by the principal or sponsor, and may be subject to other disciplinary action, as specified in the Student Code of Conduct.
