The acquisition and use of rocket motors, specifically Ammonium Per chlorate Composite Propellant, or APCP, is regulated by the Bureau of Alcohol Tobacco and Firearms. APCP is listed on the ATFs list of low explosives. Persons interested in becoming flyers of High Power Rockets should consult the ATFs Federal Explosives Law and Regulations booklet, ATF P 5400.7 commonly referred to by ATF inspectors and rocketeers as "The Orange Book". A complete copy of the Orange Book, and the forms used for application of a low explosives user's permit, may be found at www.atf.gov. Storage of some rocket motors is also regulated by the Bureau of Alcohol Tobacco and Firearms as well as local and state fire authorities. Rocketeers involved enough in the hobby to require storage of rocket motors between launches should contact the ATF and local authorities for guidance in meeting requirements.
