The Construction Management team communicates with many different agencies and groups to ensure that the voters' mandates, school board policies, as well as national, state, and local building codes and construction industry best practice standards are met.

Our efforts to maximize stakeholder participation and to incorporate input and feedback from the general public employ the following strategies:

• design review presentations with North East ISD facility end-users, including
   campus principals, faculty, and staff throughout the design-construction cycle
• design review, accountability, and oversight presentations to
   members of the Citizens' Bond Advisory Committee (CBAC), as well as
   to the NEISD School Board, Superintendent and Executive Administrative Staff
• design review and oversight meetings with construction
   professionals, including architects, general contractors, subcontractors,
   engineers, and NEISD Construction Management and Engineering
   department staff throughout the design and construction process
• meetings with governing agencies, including county, city, and
   local building code inspectors, fire marshalls, traffic, safety and
   regulatory personnel to ensure emergency preparedness, safety,
   accessibility, plumbing, electrical, and mechanical design
   requirements are met

We work diligently to ensure that taxpayers' dollars are used effectively, efficiently and equitably. We exercise due diligence in the management of construction projects, including full disclosure to the NEISD Citizens' Bond Advisory Committee (CBAC), School Board, and Superintendent's staff, during design review and oversight meetings, as well as in coordination with Maintenance, Warranty, ROCIP and Safety departments. Our objective is to maximize taxpayer value and return on investment. School projects are completed on time and within budget. The Construction Management team takes many factors into consideration throughout the design and construction process.

These factors include:

• North East ISD area demographics, growth and facility requirements
• site selection, acquisition, and preparation
• design criteria, including barrier free features and ADA-compliance
• emergency preparedness and safety considerations
• plumbing, electrical, and mechanical design requirements
• information technology requirements
• selection and retention of experienced professional architects, engineers,
   contractors and staff
• facility construction design standards in compliance with all applicable
   national, state, and local building codes and industry best practices

We realize that the school facilities that we build have a direct impact on the quality of education that our children receive. Therefore, we seek to maximize the participation of all stakeholders in the planning and construction process in order to provide community-centered schools of exceptional quality to the students, teachers and citizens of the North East Independent School District.

The Construction Management and Engineering Department, led by Garrett J. Sullivan, is responsible for the daily implementation of the bond-funded construction programs, including: the development, direction, procurement and completion of designs and architectural plans; management of the construction team members, architects, and general contractors; contract administration; and enforcement of policies, procedures and quality construction practices.
