2003 Bond Program Information

BOND BACKGROUND

On November 4, 2003, close to 60 percent of the voters who went to the polls approved a bond construction program totaling $449 million. The bond proposal included $215 million to build new schools for growth, $20 million for educational technology, and $214 million to improve aging and overcrowded facilities.

The 2003 bond proposal was created with the help of a Facilities Committee, comprised of approximately 138 volunteers. The group included parents, NEISD residents, business owners, church groups, civic and neighborhood leaders and community volunteers. Over a three-month period, the Committee met weekly to review and study information relevant to growth and facilities issues in NEISD. In May 2003, the Committee held a public hearing to present information to the community about the facility issues facing the District and to receive input from North East residents.

In July, the Facilities Committee and the Superintendent made their final recommendation to the Board of Trustees to go forward with a bond election. On Aug. 11, the North East Independent School District Board of Trustees unanimously voted to call a bond election for $449 million to be placed on the Nov. 4, 2003 ballot. During the Aug. 11 meeting, the Board also voted to appoint a Citizen's Bond Advisory Committee to help monitor the bond program. This Committee has played a major role in ensuring that 2003 bond projects are on schedule, within budget and designed and constructed as promised to the voters.

Since the approval of the 2003 Bond Program by voters, the District has moved quickly to begin implementation.
